Welcome to the JIOOC !

On behalf of the Dean of the Joint Command, Control and Information Operations School (JC2IOS), we want to welcome you to the Joint Forces Staff College (JFSC) and the JIOOC. This course provides an overview of the planning and application of joint Information Operations (IO) at the operational level. We hope that you will find it both professionally and personally rewarding.

The following coordinating instructions are provided in order to facilitate your attendance at the Joint Information Operations Orientation Course (JIOOC).

There are important details throughout this document, so please read it in its entirety. If you have questions concerning specific class information not covered in this document, contact our course coordinator by sending an e-mail to flanagane@jfsc.ndu.edu or phone (757) 443-6336, DSN 646-6336.


Registration: The Joint Forces Staff College has an electronic student registration process. A student record has been started in our database for you. This data allows us to better manage the course and to ensure smooth in-processing. Please verify this data, update it if necessary, and fill in all other required fields. You may access the registration form here if you have not done so already:

We share this system with the College as a whole, so it is not perfectly customized for the JIOOC. The questions in the database are designed to satisfy the college's statutory reporting requirements. If you have attended any prior courses here, you may have difficulty logging into the system. Due to ongoing system upgrades, there have been recent issues with access from some .mil domains. If you are unable to access the registration page from your duty account, try using your home account. If this is unsuccessful, contact our course coordinators listed above and they will enter your data locally. Course attendance and billeting support are carefully managed, and failure to properly register could result in significant challenges to your planned attendance.

Location: Our school is located in Normandy Hall (SC-1), the main building here at the JFSC. Walk in the front doors (on the west side) of Normandy Hall (SC-1). You will need to show your government ID to the duty NCO inside the front entrance lobby. Proceed to the fourth (top) floor. Follow the signs to JC2IOS. We are located in the SCIF in the north wing of the building. Classes will be held in room A-407.

Transportation: The Norfolk International Airport is the closest major airport to JFSC. Please note that we will hold graduation at/about 1600 hours on the final day of the course. Please do not schedule a departure flight earlier than 1830 on graduation day. We highly recommend you rent a car while attending our course. There is limited evening dining on JFSC grounds and little in the way of eating establishments within walking distance. The DES registration process will ask for POV data if you are using your own vehicle. If you will be renting a car, bring your rental car information to the class check-in on Day 1. A JFSC Student Vehicle Registration Form is available for you to complete in advance if you will be driving a rental car. It is located here:

Quarters: Quarters are available on the JFSC compound – but space is limited. If you indicated quarters were desired during your on-line registration process, then a room has automatically been reserved for you. We recommend calling the Navy Gateway Inns and Suites at commercial 757-963-9600 to verify that a room has been assigned and to obtain a confirmation number. If you require on base quarters but DID NOT indicate it during your on-line registration process, you will need to call the course coordinator (comm. 757-443-6336 or DSN 646-6336), who will have to make the reservation for you. Statements of non-availability of quarters will be issued only if quarters are unavailable. Cost per room is $25/night. If you are staying on base, pick up your key at The Navy Gateway Inns and Suites (located inside Marianas Hall, building SC-400); the desk is open 24-hours a day. To find the Navy Gateway Inns and Suites, enter the JFSC main gate, immediately turn right, and then left, proceed on Eniwetok Ave. and past the main academic building (Normandy Hall, SC-1). Take a right on Kiska Road and park in the lot on the right across from Marianas Hall. The Navy Gateway Inns and Suites front desk is located in the south wing of Marianas Hall (right side of building as you face it).

Classified Material: If you think you might want to take classified (secret) student materials (readings, course work, etc.) back to your command upon completion of the course, we recommend that you bring a valid courier card with you. We also have the capability to mail classified student material to your command as well, so ensure you have a valid command mailing address if you desire to have material mailed to you upon completion of the course.

Uniform: Military students will wear their war-fighting uniform (BDUs/Utilities, flight suits, Navy service khaki) for the entire course, to include graduation. Dress for civilian students is casual business attire.

Arrival Check-in: We will start the check-in at 0730 on the first day of the course. If you arrive early, please wait outside the SCIF door. A member of the IO Division faculty will be there to greet you. The check-in process involves verifying your security clearance, issuing you a security badge, and processing your JFSC Vehicle Registration Form.

Orders: JC2IOS does not require you to present your TDY travel orders for our courses. If your command requires, we will provide order endorsements. For personnel attending our course enroute during a PCS transfer, your orders are required to be presented and processed. It's your responsibility to obtain the proper travel documentation so that you will be reimbursed for your costs.

Schedule: The check-in process will start at 0730, and class will begin at 0800 on the first day. Classes generally run from 0800-1600 plus or minus 30 minutes with a break for lunch. Unless notified otherwise, expect class to end at 1600 on the final day of the course. No absences or early departures are authorized without prior coordination with the IO Division Chief and the approval of the Dean.

Security: Students are reminded they must possess a TS/SCI clearance and have their clearance transmitted to the JFSC SSO at least two weeks prior to arriving. Any questions involving clearances may be directed to our SSO at commercial 757- 443-6326, DSN 646-6326. Your SSO may forward your clearance via high-side message to "SSO JFSCOL".

All side and rear doors to Normandy Hall require a security badge and PIN for entry. Until you get your security badge, you must enter and exit Normandy Hall via the front quarterdeck. The SCIF also requires a security badge and PIN for entry (to be issued on day-1 of the course). Cell phones, pagers, PDAs, laptops and other similar electronic devices are prohibited in the SCIF. Please do not bring them to class with you.

NOTE: If you indicated on your DES sign-up online that you have less than a TS/SCI clearance you need to re-verify this and disenroll if you do not have a TS/SCI. Waivers will not be granted for students who do not possess a current TS/SCI.

Advance Study Material: A familiarity with Joint Publication 3-13, Information Operations dated 13 February 2006 is a course prerequisite. In addition, students are asked to complete the following three pre-attendance readings. Although paper copies of these documents will be available the first day of class, you will be much better prepared to participate in the first day's instruction and discussions if you have reviewed/skimmed the following materials. They are all available on the Internet via the links provided.
