JIOPX COURSE DESCRIPTION

The two-week JIOPX Course is a certificate course that capitalizes on two existing courses – the ten-week JCWS JPME II and the one week Joint Interagency Multinational Planner’s Course (JIMPC).

The curriculum uses a background scenario, based on a fictitious combatant command, U.S. Africa Command (USAFCOM), to provide a framework for the ordering of lessons as well as a contextual framework for the assignment of students during exercises. The lessons and practical exercises are structured to replicate normal planning staff functions.

The first 2.5 days of the JIOPX Course is exclusively for non-DoD participants. During this period, the non-DoD participants receive an orientation of joint operational fundamentals in a formal classroom setting. Topics include strategic guidance, policy, planning doctrine, and the interagency processes.

On Day 3, the non-DoD participants are integrated into and remain with a JCWS seminar for the remainder of the JIOPX Course. The seminars, including the non-DoD participants, form a joint planning group (JPG) as part of the USAFCOM Headquarters staff.

On Days 4 and 5, the students participate in Exercise Purple Lightning as members of the USAFCOM JPG. They develop options to deal with a multi-phased multinational Humanitarian Assistance/Disaster Relief contingency within an African sub-Sahara state. The emphasis during this exercise is on interagency integration and civil-military unity of purpose.

On Days 6 to 10, the students participate in Exercise Purple Warrior as members of the USAFCOM and Joint Task Force (JTF) Headquarters staffs. This exercise is a multi-phased multinational campaign to defend a sovereign African state. The non-DoD participants represent various U.S. Government organizations and positions, i.e., USAFCOM Political Advisor (POLAD), and provide advice to the USAFCOM and JTF staffs. Additionally, they assist in the planning of the post-conflict stabilization and reconstruction phases of the campaign.
