This
lesson is intended to explain the dialogue that takes place between civilian
and military authorities during time sensitive planning. The students should
understand that when a crisis occurs, that does not mean to throw out the
functions of Contingency Planning but rather to remember to consider all
plans that had previously been worked on and determine what is still
applicable as assumptions become fact.
