Scope:  This lesson explains the first step in Plan Development during contingency planning--Force Planning.  This lesson examines the development of the initial force list to support the approved strategic concept.  The focus is on the Service component responsibilities as they develop there portion of the force build/phasing to support the strategic deployment.

Situation::  During the last lesson we discussed the development of the strategic concept (CSC).  For plans that require a TPFDD we will complete the third formal function in contingency planning which is plan development.  The product of plan development is a documented reviewed plan with a TPFDD.  Plan development involves the active participation of all commands/agencies involved with the plan, especially the Service components.  A most important document that initiates plan development and force planning is the TPFDD letter of instruction (LOI).  This document provides detailed guidance for the preparation of the TPFDD and is extremely important for the successful and timely completion of the plan.
